Executive capability snapshot

The Republic of Korea (ROK), commonly South Korea, presents one of the clearest publicly documented examples in this series of a foreign ministry explicitly institutionalising both AI diplomacy and AI in diplomacy. The Ministry of Foreign Affairs created an AI Diplomacy Division in February 2025 to formulate and advance Korea’s external AI-diplomacy strategy, and in May 2025 announced a three-year Intelligent Diplomatic and Security Data Platform designed to introduce diplomacy-specific AI into internal workflows. This gives the public record an unusual degree of specificity: external rule shaping and partnership formation are being developed alongside an internal AI-transformation programme.

MOFA’s AI programme is phased. Public documentation describes assistant AI for task efficiency, strategic AI for decision support and tailored AI services for public engagement. It also states that the ministry intends to verify and evaluate AI models, optimise generative and reasoning models for diplomatic functions and operate the system in a private-cloud environment within the internal network. Planning and proof-of-concept work preceded implementation, and internal working groups plus an external advisory panel were planned to support task identification and implementation. These are meaningful governance signals, but they do not disclose the full assurance architecture: public sources do not establish mandatory human-review thresholds, model-risk classifications, audit logging, red-team requirements, vendor-exit arrangements or detailed controls for different classes of diplomatic data.

The external AI-diplomacy layer is also institutionalised. The AI Diplomacy Division was assigned bilateral, multilateral and cross-sector functions, and the first ROK–Japan foreign-ministries AI working-level meeting in February 2026 shows the creation of recurring government-to-government mechanisms. Korea’s wider AI diplomacy includes the AI Seoul Summit, the AI Global Forum, Responsible AI in the Military Domain process and multilateral initiatives on AI governance and military applications.

Public diplomacy is another mature layer. Korea’s Public Diplomacy Act gives the field a statutory basis; the Second Master Plan for Public Diplomacy 2023–2027 identifies a digital and innovative public-diplomacy ecosystem as a goal and explicitly includes metaverse and AI technologies. MOFA operates KOREAZ as an English-language digital public-diplomacy platform, supports digital public diplomacy at overseas missions, runs KOREAZ Supporters and Digital Metaverse Diplomats programmes and dispatches public-diplomacy trainees to overseas posts. A vice-ministerial policy-communication working committee provides a cross-government coordination mechanism for external messaging.

Cyber diplomacy is similarly developed. Korea has an Ambassador for International Cyber Affairs, bilateral and regional cyber-policy consultations, a published national position on the application of international law in cyberspace and sustained diplomatic focus on North Korean cyber activity. The ROK–EU and ROK–Singapore cyber mechanisms show recurring coordination between MOFA and specialist agencies rather than ad hoc engagement.

The model therefore combines external technology diplomacy, internal AI transformation, digital public diplomacy and mission-network activity more explicitly than most of the profiles assessed to date. Its main public-evidence gaps sit at the retained-authority layer: how human decision authority is enforced in AI-assisted workflows; how output provenance and uncertainty are recorded; how sensitive information is segmented; how vendor dependency is managed; and how common AI and digital standards are applied across a large overseas network. DD assesses institutional ownership, strategy, public diplomacy, cyber diplomacy and coordination as established, with developing evidence on internal AI assurance, mission-level consistency, continuity and human authority.

Institutional ownership

South Korea’s architecture gives the foreign ministry direct ownership of several digital-era capabilities rather than locating them entirely in external technology agencies. The 2025 creation of the AI Diplomacy Division is the clearest example. MOFA described it as a temporary unit responsible for formulating and advancing Korea’s AI diplomatic strategy, developing bilateral partnerships, participating in multilateral AI discussions and facilitating cross-sector cooperation with relevant government bodies.

This external-policy function is complemented by an internal transformation programme. The Intelligent Diplomatic and Security Data Platform is explicitly a MOFA project intended to strengthen diplomatic competitiveness by introducing AI into diplomatic functions. Public documentation connects planning, proof-of-concept work, model selection, internal working groups, external advice and a multi-year implementation path. This is unusually direct evidence of foreign-ministry ownership of internal AI capability.

Public diplomacy has a different but equally formal ownership structure. The Public Diplomacy Act and the Second Master Plan provide national-level direction, while MOFA produces an annual comprehensive action plan integrating plans from central administrative agencies and local governments. The ministry also operates mission-level programmes, KOREAZ and youth-participation mechanisms. A vice-ministerial policy-communication working committee has coordinated external messaging across ministries and agencies since 2018.

Cyber diplomacy is distributed but stable. MOFA’s international-security function, including the Ambassador for International Cyber Affairs, leads diplomatic engagement while national cyber, intelligence, law-enforcement and technical bodies participate in relevant consultations. The ROK–EU Cyber Policy Consultation illustrates this architecture: MOFA convenes and represents the diplomatic process while multiple specialist institutions contribute operational and technical expertise.

The model’s strength is clear responsibility combined with specialist interfaces. Its principal governance question is how these interfaces are translated into decision authority under pressure. Public sources show who participates in programmes and dialogues but provide less detail on how conflicting technical assessments, AI outputs, legal advice, mission reporting and political priorities are reconciled in time-sensitive cases.

Strategy and doctrine

South Korea’s digital-diplomacy doctrine is more explicit than in many foreign ministries because several strands are formalised in law, plans, dedicated organisational units and named programmes.

For public diplomacy, the Public Diplomacy Act defines the field and the Second Master Plan 2023–2027 provides a five-year direction. The plan includes strategic policy advocacy, science and technology, culture and a “digital, innovative ecosystem for public diplomacy.” MOFA specifically identifies digital public diplomacy using metaverse and AI technology as a key task. Annual comprehensive action planning creates a mechanism for turning the five-year strategy into cross-government implementation.

For AI, the ministry distinguishes between AI diplomacy and AI in diplomacy. The AI Diplomacy Division addresses AI as an external policy and international-relations field. The Intelligent Diplomatic and Security Data Platform addresses the use of AI inside diplomatic work. This distinction is strategically important because international AI advocacy does not automatically produce safe internal adoption; Korea’s public architecture at least recognises both sides of the problem.

Cyber doctrine is visible through international-law positions, recurring cyber consultations and attention to malicious cyber activity, including threats associated with North Korea. Korea published an official position on the application of international law in cyberspace after expert consultations, inter-agency review and stakeholder meetings. This connects legal doctrine, state practice and diplomatic participation in norm development.

The combined strategy signal is Established. The remaining question is not whether policy exists but how consistently the different strands—AI, cyber, public diplomacy, consular safety and mission operations—are governed through common requirements for evidence, authority, continuity and learning.

AI governance in foreign affairs

South Korea provides unusually concrete public evidence of how a foreign ministry intends to introduce AI. The three-year Intelligent Diplomatic and Security Data Platform is designed to move from assistant AI for efficiency to strategic AI for decision support and tailored public-facing services. MOFA stated that it would rigorously verify and evaluate current AI models and use generative and reasoning models optimised for diplomatic functions.

Security architecture is also partly visible. The ministry stated that the system would be built on a private cloud within the internal network because of the specific requirements of diplomatic and security agencies. Public material also documents information-strategy planning, proof-of-concept work, pre-verification tasks, internal working groups and an external advisory panel. These are all stronger governance signals than a generic statement that staff are encouraged to use AI.

However, important details remain undisclosed. “Verification and evaluation” does not by itself establish what performance thresholds models must meet, which use cases require mandatory human review, how hallucinations or uncertainty are recorded, what data classes models may access, how prompts and outputs are logged, or how model changes are governed. The programme also identifies a main contractor and additional participating companies, which makes portability, supply-chain dependency and exit capacity relevant institutional questions.

The AI Diplomacy Division adds an external-governance dimension. Korea is building bilateral mechanisms, participating in multilateral AI processes and connecting AI to national security, economic growth and international rule making. The first ROK–Japan foreign-ministry AI working-level meeting in 2026 demonstrates that this is becoming a recurring diplomatic practice rather than only a summit-level theme.

DD therefore assesses AI governance as Developing rather than Established. Korea has moved beyond aspiration and has an unusually detailed implementation path, but the public record still does not demonstrate a complete retained-authority and assurance framework for the ministry’s most sensitive AI-supported tasks.

Public diplomacy capability

Public diplomacy is one of the most institutionalised parts of South Korea’s model. The Public Diplomacy Act provides a statutory definition, while the Second Master Plan 2023–2027 establishes cross-government priorities and explicitly includes a digital, innovative ecosystem. MOFA’s annual comprehensive action plan integrates the programmes of multiple central agencies and local governments.

Digital delivery is substantial. KOREAZ is MOFA’s English-language digital public-diplomacy platform and is used to explain Korean foreign policy, knowledge and culture to international audiences. In April 2026, MOFA stated that the platform had 1.75 million subscribers as of March 2026 and launched its sixth KOREAZ Supporters cohort with 40 Korean and foreign participants from 18 countries. This indicates not only broadcasting capacity but an attempt to build participatory networks around the platform.

Mission-level public diplomacy is also explicit. MOFA states that overseas missions conduct digital public-diplomacy programmes to enhance two-way communication with local audiences and separately run policy public-diplomacy programmes to increase understanding and support for Korean policy. The Public Diplomacy Field Training Program dispatched 100 trainees to 84 overseas missions in 2025 for six months, with activities covering culture, knowledge, policy and digital technologies.

The Digital Metaverse Diplomats programme adds another distributed network. By December 2025, MOFA and VANK reported that 709 people had been appointed through the programme since 2023, with participants undertaking public-diplomacy missions in digital spaces.

A vice-ministerial policy-communication working committee provides an important governance layer. MOFA states that since 2018 the committee has assessed and strategised policy communication and coordinated ministries and agencies to improve external messaging and project efficiency.

The public record is strongest on programmes, reach and participation. It is less detailed on relationship-quality metrics, audience segmentation, evaluation of long-term policy understanding, common safeguards for AI-generated public content and how mission insights feed back into headquarters planning.

Cyber and technology diplomacy

South Korea has a mature cyber-diplomacy architecture with dedicated diplomatic ownership and recurring international mechanisms. The Ambassador for International Cyber Affairs represents a formal interface between cybersecurity and foreign policy, while bilateral and regional consultations bring together MOFA with intelligence, law-enforcement, cybersecurity and other specialist institutions.

The 2025 ROK–EU Cyber Policy Consultation covered the international-security impact of cyber threats, cybercrime frameworks, malicious cyber activity, capacity building and emerging technologies. The inaugural ROK–Singapore Cyber Policy Consultation later that year addressed threat patterns, cyber ecosystems, IoT security, certification and multilateral norms. Both mechanisms illustrate repeatable diplomatic processes rather than one-off conferences.

Korea’s 2025 national position on the application of international law in cyberspace is another strong signal. MOFA stated that the position was developed through expert consultations, inter-agency reviews and stakeholder meetings and addressed sovereignty, use of force, international responsibility, human rights and international humanitarian law. This is a form of doctrine production through diplomacy.

North Korean cyber activity gives the field direct national-security relevance. MOFA maintains a dedicated policy area on North Korean cyber threats and participates in diplomatic efforts to address illicit cyber activity and virtual-asset theft. This creates a tight link between technical threat assessment, sanctions policy, alliance coordination and international norms.

Technology diplomacy extends beyond cyber issues. Korea has hosted AI governance forums, advanced the Responsible AI in the Military Domain process and participated in multilateral discussions about military AI and responsible use. These mechanisms show a broader foreign-policy effort to shape emerging-technology norms.

The principal evidence gap concerns operational conversion. Public sources do not fully document how cyber intelligence is translated into ministry decisions, how mission reporting interacts with specialist threat data, or how confidence and attribution uncertainty are represented in senior diplomatic decision-making.

Mission-network capability

South Korea’s mission network is explicitly involved in both public diplomacy and citizen protection. Overseas missions run digital and policy public-diplomacy programmes, while consular safety officers form a distributed operational layer for risk awareness and incident response.

The 2025 Public Diplomacy Field Training Program is unusually concrete evidence of network use: 100 participants were assigned to 84 overseas missions for six months and tasked with public-diplomacy activities using culture, knowledge, policy and digital technologies. This demonstrates an organised mechanism for adding capacity to posts and spreading common public-diplomacy practice.

Consular protection also has a structured governance layer. The Overseas Nationals Protection Committee reviews implementation of annual protection plans and brings together relevant ministries and civilian members. A 2025 meeting of consular safety officers from 11 missions in China and Mongolia focused on preparedness for increasingly complex incidents and emergencies, advance identification of risk and communication with Korean nationals.

Digital public diplomacy is distributed across overseas posts, where mission-created content, supporter networks and online events enable locally adapted communication. This is a strength because local context is essential to effective diplomacy. It also creates governance questions: content quality, brand consistency, data practice, security, staff capability and the use of AI may vary across missions unless common standards are maintained.

Public evidence does not establish a network-wide inventory of AI tools, common model-approval rules, mission-level AI maturity standards or a single traceability architecture. The mission-network signal is therefore Developing despite strong evidence of distributed programmes and consular readiness.

Capability in practice

Case 1

AI Diplomacy Division and ROK–Japan AI working mechanism

What happened? MOFA created an AI Diplomacy Division in February 2025 and subsequently established working-level AI engagement with Japan’s foreign ministry, including a first formal meeting in February 2026.

Capability visible: Dedicated ownership, bilateral technology diplomacy, recurring specialist dialogue and the ability to connect AI policy with wider foreign-policy relationships.

What remains unknown? Public sources do not show how external AI-diplomacy priorities are selected, how impact is measured or how diplomatic lessons are translated into internal AI governance.

Transferable lesson: AI diplomacy becomes institutional capability when it has a defined organisational home and recurring mechanisms rather than depending on summit-level attention alone.

Case 2

Intelligent Diplomatic and Security Data Platform

What happened? MOFA launched a three-year programme to build diplomacy-specific AI, moving from assistant AI to strategic decision-support functions and tailored public services within a private-cloud environment.

Capability visible: Internal AI transformation, phased implementation, model verification, prior proof-of-concept work, security-aware infrastructure and formal internal/external governance mechanisms.

What remains unknown? Human-review thresholds, audit requirements, data-class rules, error-tolerance standards, model-change governance, portability and exit capacity are not fully public.

Transferable lesson: Internal diplomatic AI requires a use-case roadmap, testing, protected infrastructure and explicit retained-authority rules—not simply access to a general-purpose model.

Case 3

KOREAZ and mission-level digital public diplomacy

What happened? MOFA built a large English-language digital platform, supporter networks and overseas-mission programmes intended to create two-way communication and explain Korean policy, culture and knowledge.

Capability visible: Central platform ownership, audience development, participatory networks, mission adaptation and sustained digital public-diplomacy programming.

What remains unknown? Public material provides limited evidence on long-term relationship metrics, common AI-content safeguards, sentiment interpretation or how mission audience insights change policy communication.

Transferable lesson: Digital public diplomacy is stronger when central platforms and local missions form a network rather than operating as disconnected social-media accounts.

Case 4

Cyber diplomacy and international-law positioning

What happened? Korea sustained bilateral cyber-policy consultations and published a national position on the application of international law in cyberspace after expert, inter-agency and stakeholder review.

Capability visible: Dedicated cyber-diplomatic ownership, legal-policy integration, cross-government coordination, norm shaping and repeated international engagement.

What remains unknown? Detailed internal escalation chains, confidence handling for attribution and the conversion of cyber incidents into updated ministry-wide operational standards remain non-public.

Transferable lesson: Cyber diplomacy requires stable interfaces among technical, intelligence, legal and diplomatic actors, with clear responsibility for translating evidence into international action.

Case 5

Overseas-national protection and consular safety readiness

What happened? The Overseas Nationals Protection Committee reviewed annual plans across government, while consular safety officers from 11 missions in China and Mongolia met to examine risks and mission preparedness.

Capability visible: Cross-government governance, distributed mission responsibility, anticipatory risk communication and recurring readiness review.

What remains unknown? Public sources do not provide network-wide readiness scores, digital incident-management standards, continuity tests or a common after-action learning process.

Transferable lesson: Consular protection is a distributed institutional capability that depends on headquarters coordination, local sensing, clear escalation and repeated preparedness work.
