Canonical asset register

All six tools launch as Public beta · v1.0 · Free and editable · Released for practitioner testing. The launch status is not a claim of operational validation. Each asset must retain its canonical name, version, licence, and correction history.

Section architecture

The Founder's Note, Minister's Note, executive sections, each chapter, methodology, references, corrections, and participation routes are published as separately addressable pages beneath the report hub. Each page has a self-canonical URL and appears in the report navigation and XML sitemap.

Single source of truth

The web edition, print-preview composition, and downloadable PDF must be generated from the same structured content, design tokens, tables, and versioned SVG visual assets. The responsive web layout and paginated PDF may adapt spacing and page breaks, but the analytical visuals, labels, values, colours, and hierarchy must remain identical.

PDF production

The production route /print-preview is a noindex, non-canonical composition route. A versioned static PDF is exported from that route through a controlled headless-browser or print-to-PDF workflow, quality-checked, and uploaded to the stable download URL.

Citation rule: Cite the report hub for the complete work, the section URL for a web section, and the versioned PDF URL for the fixed downloadable edition. The print-preview URL must not be cited or indexed.
