What Current Evidence Shows
Purpose and scope
The 2026 edition uses a capability-readiness lens to examine how digital diplomacy is evolving under pressure from artificial intelligence, narrative volatility, information manipulation, platform dependency, institutional transformation, geopolitical competition, and changing public trust.
The evidence base combines quantitative and qualitative open-source research. It includes official strategies, legislation, implementation documents, organisational structures, public statements, global datasets, international-organisation reports, academic and expert literature, visible ministry and mission practice, national AI and digital strategies, and Diplomats.Digital country-profile research.
The research cut-off for this edition is 30 July 2026. The publication date has been moved to August 2026 to allow a final editorial, citation, and structured-review pass.
The analytical question: Can ministries and missions convert digital signals into proportionate judgment, coordinated action, and retained learning under real constraints — and can the evidence show where capability is documented, used, tested, or still uncertain?

Each pair counts economies out of 197. Formal presence is a filled gold bar; active implementation or outcome is an outlined bar with a stated count. Colour is never the only carrier: fill weight, outline and the printed number repeat the meaning.
NoteCalculated from the World Bank GovTech Maturity Index 2025 country-level dataset, December 2025 edition: 197 economies, six indicator pairs, 1,182 economy-indicator observations. Aggregate: 795 of 1,182 formal (67.3%) and 345 of 1,182 active (29.2%); descriptive difference 38.1 percentage points. The indicators describe the wider public-sector environment in which foreign ministries operate. They do not directly measure the internal digital-diplomacy capability of any ministry, and no composite country score is produced.

Global Institutional Conversion Indicators 2026
Diplomats.Digital calculated six descriptive formal-presence and active-implementation pairs from the full World Bank GovTech Maturity Index 2025 country-level dataset. The universe contains 197 economies and 1,182 economy-indicator observations.
The indicators compare the formal presence of a strategy, institution, programme, framework, guideline, or platform with visible evidence of active implementation, coordination, workforce development, agency adherence, significant adoption, or publication of outcomes.

Across all six pairs, formal structures or systems were visible in 795 observations, or 67.3%. Active implementation, use, coordination, adoption, adherence, or documented outcomes were visible in 345 observations, or 29.2%. The descriptive difference is 38.1 percentage points.
The World Bank combines 'No' and 'Unknown' in several implementation indicators. The lower figures should therefore be interpreted as implementation, use, or outcomes visible in the available evidence. They do not prove that an unreported internal capability does not exist.
WHAT THE EVIDENCE SHOWS: Formal strategies, institutions, programmes, frameworks, guidelines, and platforms are substantially more visible than active implementation or documented results across the selected public-sector areas.
WHAT DIPLOMATS.DIGITAL INFERS: Government institutions may become strategy-rich and implementation-poor. The decisive capability often sits after formal adoption: ownership, funding, authority, workforce, assurance, continuity, and learning.
WHAT REMAINS UNKNOWN: The dataset does not directly assess the internal digital-diplomacy capability of every foreign ministry, and public reporting varies across countries.
INSTITUTIONAL IMPLICATION: A ministry should not treat the existence of a strategy, unit, platform, or AI guideline as evidence that the capability performs under pressure.
The information environment is becoming harder
During 2025, the European External Action Service documented 540 Foreign Information Manipulation and Interference incidents involving approximately 10,500 social-media channels and websites and about 43,000 content items across 19 platforms.
These figures represent detected and investigated activity rather than a complete global census. Their value lies in what they reveal about structure: information pressure can be transnational, distributed, and infrastructural. It can involve official channels, state-controlled outlets, intermediaries, anonymous accounts, copied websites, coordinated networks, and local amplifiers.
Diplomatic readiness therefore extends beyond publishing and monitoring. It includes provenance, verification, local interpretation, prioritisation, authority, response options, partner relationships, identity, continuity, and learning.
Nine-country evidence map
Diplomats.Digital country profiles examine publicly visible evidence across the United Kingdom, France, Estonia, Singapore, Qatar, India, Japan, the United Arab Emirates, and Canada. The comparison is structured around institutional ownership, strategy and doctrine, AI governance, public diplomacy, cyber and technology diplomacy, mission networks, capability in practice, readiness signals, continuity, and retained authority.
The profiles do not rank the countries. They make different institutional routes visible and show where public evidence is strong, emerging, announced, limited, or unavailable.
Six patterns of adaptation
1. Specialised digital and technology roles are expanding
Ambassadors, envoys, advisers, attachés, specialist directors, fellows, and technology-diplomacy functions indicate that digital and technological issues have moved into recognised foreign-policy responsibility.
The role is only the visible signal. The surrounding architecture determines whether expertise reaches policy, missions, leadership, external partners, and institutional learning. A specialist without interfaces can become a bottleneck.
2. AI governance is entering diplomatic operating models unevenly
Some foreign ministries have published enterprise strategies, responsible-use guidance, governance structures, or experimentation arrangements. In many cases, the public record remains stronger on international AI policy than on internal diplomatic use.
The important distinction is between what a state advocates internationally and how its foreign ministry governs AI in its own workflows.
3. Cyber and technology diplomacy are more institutionalised than wider digital-diplomacy readiness
Cyber diplomacy has established clearer professional communities, mandates, international processes, and specialist roles in several countries. Wider digital-diplomacy readiness crosses communications, policy, missions, crisis structures, AI, data, procurement, identity, and learning. Ownership is less obvious.
Existing cyber and technology-diplomacy coordination experience can support wider capability, but the functions should not be collapsed into one field.
4. Mission-level capability is less visible than headquarters strategy
Public evidence is often strongest at headquarters: strategies, senior roles, central units, international initiatives, and published guidance. It is weaker on mission implementation, delegated authority, out-of-hours arrangements, local adaptation, rotation, continuity, and learning.
This is partly an evidence problem. Many operating arrangements are not public. It may also indicate that central strategy has developed faster than network-wide adoption.
5. Smaller and mid-sized states can build significant capability through coordination and networks
Scale is not the only source of capability. Smaller and mid-sized states can use clear priorities, cross-government coordination, regional cooperation, shared infrastructure, specialist networks, and diplomatic agility.
The objective is functional coverage rather than identical organisational depth. The same official may hold several responsibilities, which increases the importance of clarity, substitutes, and central support.
6. Public evidence is stronger on ambition and formal structure than on operating discipline and learning
Strategies, roles, units, programmes, and international positions are visible. The public record is less complete on verification standards, escalation, mission authority, continuity, decision traceability, after-action change, and repeated testing.
This does not prove that the operating system is absent. It establishes where the public evidence ends and where practitioner and institutional research must begin.
Capability in practice: five visible design routes
Five public examples illustrate different entry points into institutional capability. They are design references rather than proof of complete operational maturity.
