Capacity
Capacity includes people, time, skills, coverage, workload, and the ability to sustain a function beyond one motivated individual.
A three-person mission cannot be expected to maintain the same specialist functions as a large embassy. One locally engaged colleague may simultaneously support public diplomacy, political reporting, consular communication, cultural programming, and local media monitoring. The same officer may be responsible for crisis response, official channels, and reporting.
In these conditions, a recommendation to add another reporting process can reduce rather than increase capability. The ministry may need to remove work, provide central or regional support, simplify the requirement, or fund additional capacity.
