The Digital Diplomacy Capability Framework

A diagnostic framework for assessing whether a Ministry of Foreign Affairs has the institutional capacity to operate coherently across strategy, governance, people, missions, information, response, technology and learning.

Digital diplomacy capability is the institutional ability to connect foreign-policy intent with the people, roles, mission networks, information practices, technology, safeguards and learning mechanisms required to operate effectively in digital and AI-shaped environments.

Tools may support that capability. Capability appears when the wider institutional system works.

Why this framework matters

Digital diplomacy is often described through tools, campaigns or platforms. Foreign ministries do not fail at digital diplomacy because they lack tools. They fail because the institutional system around those tools is uneven.

Capability is what allows a ministry to act coherently when pressure arrives.

This framework focuses on that capability layer: whether ownership exists, whether missions can act with judgment, whether AI is used with safeguards, and whether the institution learns from experience.

The framework was developed by reviewing legal and normative foundations, established public-sector capability models, official foreign-ministry practice, and academic research on the digital transformation of diplomacy. Its selected source base is listed at the end of this page.

The framework is designed to support institutional change on a realistic horizon. A typical pathway moves through five phases:

How MoFAs can use this framework

The framework can be used in several modes:

  • As an internal self-assessment, run by a small institutional working group.

Ministries can start with a single domain, a single mission, or a full baseline across all eight domains. There is no required entry point.

Frequently asked questions

Is this a ranking of ministries?

No. The framework produces an eight-domain capability profile for a single institution. It is not designed for public comparison between ministries.

How is it different from the Digital Diplomacy Operating Framework?

The Operating Framework describes the six-stage cycle by which a ministry prepares, senses, aligns, responds, recovers and adapts. The Capability Framework assesses whether the institutional conditions for that cycle to work are in place.

Does it require a full AI or digital transformation programme?

No. It works with the institution as it is. Its purpose is to make ownership, dependencies and gaps visible so that any transformation programme starts from evidence.

Who is it for?

MoFA leadership, planning and reform units, digital and public diplomacy teams, mission networks, AI governance leads, and trusted institutional partners.

How long does an assessment take?

Assessment timelines depend on institutional scope, mission-network coverage, evidence availability and the depth of scenario testing. A focused baseline review may be completed more quickly than a ministry-wide assessment involving multiple headquarters functions and missions.
