The framework does not argue that every Ministry of Foreign Affairs needs the same job titles or structures. Instead, it helps MoFAs identify which functions need to exist somewhere in the system, who should own them, and how they should connect across headquarters, embassies, missions, public diplomacy teams, cyber units, crisis structures, legal advisers, procurement functions, and leadership offices.
Why this framework matters
The appointment of tech ambassadors is an important development in modern diplomacy. It shows that technology is no longer outside diplomacy, but inside the practice of statecraft itself.
But the role alone is not enough.
A single envoy cannot carry the full institutional weight of AI governance, cyber risk, platform dependency, digital infrastructure, narrative manipulation, public trust, data flows, and crisis coordination.
The role is visible. The readiness layer is less visible.
This framework focuses on that readiness layer: the mandates, skills, protocols, teams, escalation paths, dependency maps, and coordination mechanisms that allow diplomatic institutions to act with speed, coherence, judgment, and continuity.

Lean Model
For small or resource-constrained MoFAs.
A small digital readiness cell coordinates AI governance, digital crisis coordination, platform engagement, embassy support, dependency mapping, basic verification capacity, and readiness assessment.
Modular Model
For mid-sized MoFAs.
A digital diplomacy capability office coordinates specialized functions across public diplomacy, cyber, crisis management, legal affairs, consular services, policy planning, procurement, data governance, and embassy networks.
Directorate Model
For large MoFAs.
