Glossary · Pro Memoria

Pro Memoria

A pro memoria is a formal record of a diplomatic discussion that, in U.S. diplomatic correspondence practice, speaks for and under the direction of the government presenting it.

Context

It should be distinguished from an aide-mémoire, which in that same practice is used to summarize an informal diplomatic conversation.

Why it matters for foreign affairs

Knowing the difference helps offices select the appropriate documentary form, level of authorization and recordkeeping procedure.

Where it appears in practice

A foreign ministry prepares a pro memoria documenting an official discussion and delivers it according to its diplomatic correspondence procedures.

Clarification

Explain this using U.S. protocol as an example, not a universal rule for all states.
