GovTech
GovTech is a whole-of-government approach to public-sector modernization that uses technology, data, institutional reform, and new delivery methods to improve government operations, public services, transparency, citizen engagement, and governance. It is broader than purchasing digital tools and should be assessed through public value, capability, trust, and sustainable institutional change.
GovTech connects core government systems, digital service delivery, citizen participation, public-sector innovation, and the enabling conditions required for transformation. The term can also refer to the ecosystem of companies, public institutions, funders, and specialists developing government technology, but the institutional approach should remain centered on public outcomes rather than supplier categories.
Foreign ministries are public institutions with distributed networks, specialized services, sensitive data, and complex coordination requirements. GovTech can improve consular services, internal operations, data use, procurement, identity, and citizen communication. It is also an expanding field of international cooperation through which states share platforms, expertise, standards, financing, and models of digital government.
GovTech appears in digital public services, government cloud, digital identity, interoperable registries, public-sector data platforms, AI in government, digital procurement, civic participation tools, service-design teams, government innovation units, and international programs supporting public-sector modernization.
