AI Response Cell
An AI response cell is a cross-functional team or working group responsible for helping an institution understand, govern, and respond to AI-related opportunities and risks. In a ministry of foreign affairs, it may bring together policy, digital, legal, cyber, communications, procurement, data, and regional expertise.
AI is not only a technology issue. It affects diplomacy, public trust, information integrity, crisis communication, procurement, data protection, internal workflows, and international negotiations. An AI response cell helps avoid fragmented adoption by creating a central place for assessment, coordination, guidance, and escalation.
It appears in AI policy coordination, internal AI usage guidance, synthetic media response, vendor review, crisis monitoring, staff training, AI governance, and scenario planning. It may be permanent, temporary, or activated during specific high-risk moments such as elections, conflicts, summits, or deepfake incidents.
