Procurement-safe AI refers to the acquisition and use of AI tools through processes that protect legal compliance, data security, accountability, auditability, human oversight, institutional autonomy, and public trust. It means AI is not only purchased for capability, but assessed for risk and fit.
Foreign affairs institutions cannot adopt AI the same way a private company might adopt productivity software. Ministries need to understand where data goes, how outputs are generated, who is accountable, what safeguards exist, whether the tool can be audited, and whether it creates dependency or exposure. Procurement-safe AI helps prevent risky adoption before it becomes embedded.
It appears in vendor due diligence, AI procurement rules, data protection reviews, security assessments, pilot programs, public-sector AI guidelines, risk registers, human review requirements, and contract clauses.
