Special Envoy
A special envoy is a representative assigned to pursue a defined diplomatic issue, mission or negotiation on behalf of a government or international organization. The appointment's mandate, authority, reporting line and status depend on the appointing body and applicable rules; the title does not itself guarantee ambassadorial rank or privileges.
Special envoys may support peace processes, humanitarian negotiations, climate diplomacy, strategic regional engagement or other time-bound priorities. They often work across embassies, headquarters, multilateral organizations and external stakeholders.
A narrowly defined mandate can concentrate attention and improve coordination, but overlapping responsibilities may create confusion if authority is not explicit. Ministries should establish who may negotiate, make commitments, communicate publicly, access information and hand over records when assignments change.
A government appoints a special envoy to facilitate discussions on a particular regional issue. An effective operating arrangement defines scope, ministerial supervision, coordination with the accredited ambassador and records-handling procedures. - Ambassador
An ambassador is a state's highest-ranking diplomatic representative accredited to another state or, in a different institutional form, to an international organization. An ambassador normally leads an embassy or permanent mission, represents the sending state's positions, and acts under the authority and instructions of the sending government.
- Deputy Chief of Mission
The deputy chief of mission (DCM) is, in diplomatic services using that title, a senior embassy official who supports the head of mission and commonly oversees internal coordination and management. Titles and specific duties differ across foreign services; “vice ambassador” is not a universal formal equivalent.
