Science Diplomacy

Science diplomacy is the interaction between scientific knowledge, international research cooperation, and diplomatic practice. It includes using scientific evidence to inform foreign policy, using diplomacy to enable scientific collaboration, and using shared scientific work to build relationships, trust, and cooperation between states and societies.

Context

Science diplomacy is often described through three connected functions: science in diplomacy, diplomacy for science, and science for diplomacy. These functions become especially important when challenges cross borders, evidence is technically complex, research infrastructure is international, or political relations make other forms of cooperation difficult.

Why it matters for foreign affairs

Climate change, pandemics, artificial intelligence, space, oceans, biotechnology, energy, and emerging technologies cannot be governed through diplomatic expertise alone. Foreign ministries need mechanisms for accessing credible scientific advice, understanding uncertainty, representing national research interests, negotiating technical cooperation, and protecting the integrity of evidence from political or information pressure.

Where it appears in practice

Science diplomacy appears in international research agreements, scientific exchanges, shared laboratories and infrastructure, climate and health negotiations, space cooperation, polar and ocean governance, technical standards, expert advisory networks, research-security discussions, and dialogue maintained through scientific communities during periods of political tension.
