Diplomatic Operating System
A diplomatic operating system is a conceptual model for the core workflows, protocols, tools, data, decision processes, coordination routines, and trust mechanisms that allow a foreign affairs institution to operate coherently. It is not necessarily a single software platform; it is the institutional architecture through which diplomacy gets done.
