Digital Cooperation
Digital cooperation refers to collaboration between states, institutions, international organizations, private sector actors, civil society, and technical communities to shape the development, governance, access, security, and responsible use of digital technologies.
Digital issues cross borders. AI governance, cyber norms, data flows, platform accountability, digital public infrastructure, online safety, and digital inclusion cannot be handled by one state alone. Digital cooperation helps foreign ministries participate in shaping rules, standards, partnerships, and shared capacity.
It appears in multilateral negotiations, bilateral technology partnerships, digital development programs, AI governance forums, cybersecurity cooperation, data governance agreements, standards bodies, digital inclusion initiatives, and cooperation with technology companies.
